C5ISR and electronic warfare (EW) capabilities will be at the forefront of monitoring and deterring adversaries of the United States. These capabilities are an invisible but critical part of modern warfare. Military forces rely on radios, radars, and infrared detectors to coordinate operations, control armaments and contemporary weapon systems, and locate and analyze (and, in some cases, disrupt) adversary communications and connected-systems. Maintaining resilient C5ISR and EW systems will give the U.S. an advantage over adversaries in a future conflict. Historically, the U.S. military achieved and maintained a dominant C5ISR technological advantage, but peer competitors and adversaries have closed the gap. The U.S. Department of Defense has emphasized the need to continually modernize and leverage new technologies, including the use of machine learning, artificial intelligence and high performance computing for new signal processing techniques, in order to accelerate the development of next generation C5ISR.
